Why is *_COMPILER_LINKER_OPTION_FLAG_* needed here: http://cmake.org/gitweb?p=cmake.git;a=blob;f=Source/cmNinjaNormalTargetGenerator.cxx;hb=v2.8.11.2#l176 for special handling of the /link flag? The flag already appears (or not) in the right place in CMAKE_${lang}_LINK_EXECUTABLE rules.
