I was wondering what folks thought of going through the bug tracker
and
attaching tags to bugs to help bubble some up to the top.

How would this bubble anything to the top?

It would categorize and organize, perhaps, but there are still N open bugs where N is larger than any of us would like... I suppose it might help some people look at a smaller, more-interesting-to-them subset.

I would think before categorizing and organizing, you would want to minimize the tagging task itself.... i.e. -- close out old bugs that are now already fixed or irrelevant, and fix and resolve as many as possible before organizing the remainder.
