The idea is to test next CMake against a version of the "contract" project that is known to work with the current release of CMake. We don't want development of the "contract" project to cause the test to fail. So, use a fixed version of PLplot and build it with next CMake. By using next CMake bugs will be noticed as soon as they are introduced.
