The "one place" would be make and (probably) ninja, not CMake as your
example indicates.

Yes. I mean "It's not **only** a make or ninja issue" so fixing make
will not help. I'm pretty sure this "feature" is reproducible using any
generator if file system date resolution is bad enough.
