ICU is a longstanding staple library for C++ Unicode functionality which
is used as a dependency by many common C++ libraries and programs.
The change is here
https://gitlab.kitware.com/cmake/cmake/merge_requests/32 and I've also
merged this into next for testing.
This change also includes the appropriate documentation additions, plus
unit tests.
