Invalid assumption. Previously I had a stray
${Chicken_SOURCE_DIR}/csc.scm in my source tree which masked the
problem. It shouldn't have been there, it was a product of an erroneous
build at some point. Only when I systematically cleaned everything up
and started doing a lot of "from scratch" testing did I discover the
problem.
