Check ADD_CUSTOM_COMMAND. There are bunch of examples all over the place.
You can also do:
cmake --help-command ADD_CUSTOM_COMMAND

Reading CMake docs I did not find a way to acheive this.
I noticed that similar problems are "hard coded" in
CMake ( FLTK_WRAP_UI, QT_WRAP_UI ? ). Am I right assuming
that there is no universal solution in CMake for such
situations ? Or is there a way to do that ?
