Yes, definately. Progress is implemented by using a directory with files in it to count make steps that have occurred. When make starts there is a rule to wipe out the directory and recreate it to reset progress to zero. The make process's progress stuff is running as root when you use sudo so it deletes and recreates the directory with root ownership.
