I think there is... another proof:
if(${CMAKE_CXX_FLAGS} STREQUAL " ")
MESSAGE("equal!")
else(${CMAKE_CXX_FLAGS} STREQUAL " ")
MESSAGE("not equal!")
endif(${CMAKE_CXX_FLAGS} STREQUAL " ")
This returns "equal!" in my system...
