I don't know the default behavior of curl lib on Windows but the CTest
source code
do use HTTP_PROXY (upper case) env var on any platform.
Since we use curl, the lower case version also works. The code that
uses the upper case was actually for an older version of curl, I think...
Anyway, for me both upper and lower case versions work for me on windows.
