Where did you read that? There is still a pkg-config file: /usr/lib/pkgconfig/gtk+-3.0.pc

Path of that file in Debian: /usr/include/gtk-3.0/gtk/gtk.h

So you may want to give CMake a hint to /usr/include/gtk-3.0.
But this path can change. So you may want to consider to use pkg-config.
