The fact is that (a) -DCMAKE_C_COMPILER is an established and supported mechanism and (b) an infinite loop is *never* acceptable. [*] Shitty workaround because you can't change the compiler this way. (E.g., run "cmake .", notice that it's not using the compiler you want, so run again to fix it.)
