I think this is what the SOURCES arg is for. You could just duplicate
the list of DEPENDS files as the SOURCES argument too:
add_custom_target(LIB_NAME DEPENDS ${LIST_OF_HEADERS} SOURCES
${LIST_OF_HEADERS})
