Rather than having a separate pdb file, for debug static libraries, you could 
just build the debugging info into the library itself with the compiler's "/Z7" 
flag.

I've been using it for static library debug builds of VTK and ITK to link into 
my app, and it's been working really well for me.

(And I don't know the answer to your original question, ... hopefully somebody 
else will chime in with something useful.)
