Not sure if I'm right, but your use case looks to me as an interface-library. For that the docu says "A primary use-case for INTERFACE libraries is header-only libraries." see http://www.cmake.org/cmake/help/v3.2/manual/cmake-buildsystem.7.html#interface-libraries
