By re-reading my previous message, I realized that the question was mis-leading. The following is what I wanted to know:
1. When is "UPDATE_COMMAND" of external projects executed in cmake's workflow? 2. How to make UPDATE_COMMAND running every time a user is running 'make/ninja'?
