I might be wrong but maybe you mixed up BOOST_INCLUDEDIR and Boost_INCLUDE_DIR? (note the additional underscore) >From the documentation the first one is read to deduce the second one. Their name is unfortunately very close.
I never tried to use BOOST_INCLUDEDIR directly, I only set a BOOST_ROOT and BOOST_LIBRARYDIR on windows.
