At configure time you query OUTPUT_NAME target property
(https://cmake.org/cmake/help/v3.11/prop_tgt/OUTPUT_NAME.html) and if
not set you use NAME (
https://cmake.org/cmake/help/v3.11/prop_tgt/NAME.html )
