Vitamins Coded as Medications?

In the Eli's MDS Alert bulletin it states that "preventive preparations" (such as creams and ointments for wound care, eye drops and vitamins) should not be coded at O1 on the MDS.  Does this mean that any Vitamin C or Multivitamin doesn't need to be coded there at all?  Or a Bacitracin for a wound dressing?  And what kind of eye drops would fall under a preventive preparation (?Refresh?)? Please help with clearing this up.  Thanks.
