What is your ARD?  It will all depend on when your ARD is.  If it is after the foley d/c, incontinence will depend on the frequency of incontinence per the manual.  If the ARD is before the foley d/c, then you would code the resident as being continent.  I would explain in my rap notes about the foley now being d’ced and that the resident is incontinent and why the resident is/was not a candidate for bladder retraining.

A resident had an indwelling catheter during the first 8 days of the 14-day time frame.  On the 8th day, the Foley catheter was discontinued, after which the resident was incontinent of urine.  How should I code the resident on section H1b?
