The term "late" for payment purposes means that the ARD was set after the assessment window closed. The default rate would be billed in that case for all of the days in the payment block up to the ARD of the late assessment.
Currently there is no payment penalty for signing late at R2b or for late transmission.

I recently saw on the AANAC website that PPS MDS's that had been completed timely but submitted
late (after the 31 day timeframe), if accepted by the state database would be paid at the RUG rate rather than default. Did I interpret this correctly?
