Take a look at Chapter 8 of the Benefit Policy Manual at
http://cms.hhs.gov/manuals/102_policy/bp102c08.pdf, including sections
30.4, direct skilled rehabilitation services to patients.; 30.4.1.2 -
Application of Guidelines; and 30.5 - Nonskilled Supportive or Personal
Care Services.

Also take a look at chapter 15 of the Benefit Policy Manual at
http://www.cms.gov/manuals/102_policy/bp102c15.pdf, beginning with section

Subject: Therapy question

> I worked at a facility where every admission was picked up by therapy for
a functional maintenence plan. At my current facility, they do not do this.
Administration would like them to do this for two reasons: 1. increased
revenue and 2. staff know how to take care of this resident i.e. what they
can do or how many required for transfers. We were wondering if anyone does
this and if so do you have anything that says it is okay.
