Yes.  However, there is an exception if the resident is expected to stay less than 30 days.

Is it a regulation to fill out the pas-passar form on everybody regardless of their pay status?  We are on survey right now and they're asking us why most of oout patient doesn't have pas-passar form filled out(most of our patient are private).  Thanks for all your help.
