secure web site vs dialup

I am in the process of getting a new PC and our Hospital Information Services wants to know if there is any possibility of my sending MDS data through a secure Web based access rather than a dialup modem set up.   What they do now to keep the modem separate from the network is to have me go into a hardware profile that is separate from the network.
