The ARD sets the endpoint for all assessment; see page 3-29 of the MDS User
Manual (December 2002).  All assessment looks back, not forward, of this
date.  There is no date for AA9; this is just a signature by hand once the
MDS is printed.  We use a log so the team can initial and date when they
completed the MDS and RAPs so they are confident when it is time to sign
that the signature corresponds to the actual date of completion of their
portion (we assign disciplines to specific sections of the MDS for
completion).

                No it should not be the ARD.  Any time within the 7 days
