I recommend that your facility contact your FI and find out what its policy is with regard to intermittent urinary catheterization.  The Medicare manuals and the foundational PPS Interim Final Rule and PPS Final Rule make reference only to suprapubic catheters as qualifying as a skilled service.  The only reference to intermittent caths is that teaching and training patients how to perform self-catheterization is a skilled service.
