If there is
documentation of daily cleansing of the site, I'd count it as wound care. Also,
I' code Neosporin oint as wound care AND as application of
oint.

If you have a patient who has a surgical incision with orders to cleanse
and leave open to air. Would this be surgical wound care? If you
had orders to apply Neosporin or some other ointment, would you code surgical
wound care and application of ointment?
