I don’t think natural tears would be preventative care. I took preventative care to be creams used to prevent breakdown, etc. Natural tears are usually used for dry eyes in the elderly because they do not sufficiently make tears.

Its is my understanding the new revisions indicate topical preparations, ointments, wound care creams, and eyedrops are not included in section O when they are used for prevention…ie natural tears..etc .
