You should fix the birthdate as soon as you discover the error since the State database uses the DOB for resident identification purposes.
 
As for how you would do this, remember that a Modification really does two things. First, it inactivates the original, then it replaces it with the modification. The original no longer exists as far as the State is concerned. Therefore, you would modifiy the Modification.
