Agreed. Page 3-162 of the MDS manual states "Using the ulcer staging scale in Itme M1, record the highest ulcer stage for pressure and stasis ulcers present in the last 7 days." So, if it was a 4 for part of the 7 day window, the coding would be as a stage 4 on the MDS.
