The OMRA is done if they are still skilled for some other service.  If not, the cut 
letter is issued when they are no longer skilled for anything.

thanks for the response.  Another question...then if it is determined the resident is 
no longer skilled is the cut date the date therapy was dc'd or is it after the OMRA is 
completed??
