BUT,
If she had 60 consecutive days of "wellness"
PRIOR to the IV insertion, would she not have ended the prior benefit
period? Then, the 3 night qualifying stay would begin a new benefit
period. I didn't see anything indicating she had not ended a previous
benefit period.

You count wellness periods from one covered stay to the next
(your count starts at the end of one benefit period and goes through to the
next hospitalization). Any skilling service during that time
frames interrupts the wellness period so your 60 days of wellness would
have ended when you started the IV's in the facility. If this had not
been done and she had been admitted to the hospital, then she would
have qualified for a new benefit period.
