The Code of Federal Regulations - which is the law of the land - says that the initial certification "must be obtained at the time of admission or as soon thereafter as is reasonable and practicable" [42CFR424.20(b)(1)].  This definition has not been further defined to provide specific time limits.  This is a federal regulation for Medicare Part A and would not be defined by state regulation.

It is the first recertification that is required "no later than the 14th day of posthospital SNF
care" [42CFR424.20(d)(1)].
