Final rules are the regs/laws passed by Congress or
some department/agency of the US Govt. They are made available to the public
when they are printed in the Federal Register. Sometimes rules are published to
supercede old rules. In that case, you could throw the old one away. Many times
however, the new reg is an addition or clarification of the old reg. In that
case you need them all. Consider each new rule as a seperate case.
If you have any doubt, keep them all in date
order.

register? same or different?
I have a question, or two! The "federal register" and the
"final rule" are they the same or different? And when I get
an update on the "federal register" can I throw away the old ones? Does
the new one replace the old one? I have a July 1999 part III,
a July 31, 2002 part V, and an August 4, 2003. Do I need them all ,
or is the current one ok? And if they are different,
where can I get an updated copy of the final rule?
