Yes as long as he meets technical eligibility criteria.  If he has never
been Med A, he has all 100 days.  Of course all of the items you
mentioned must meet Medicare's skilled definition/criteria but your
description implies his care in the hospital must meet presumed coverage
criteria. The manual says the suprapubic is a covered service but since
I have never actually had a resident on Med A with a suprapubic I'm not
sure exactly what I would do over the long term.

I have a resident who has resided at our facility for nearly 10 years. 
Paraplegic, suprapubic cath, dependent for ADLs.  No O2, IVs, etc.  He
has never used Medicare A.  He was recently sent to the hospital, now
has trach (capped), PEG, respiratory treatments, etc.  Can he come back
uner Medicare A?
