I've been taught to do them and code as you would for a PPS after your initial 1/1.
Don't submit subsequent assessments unless the resident resigns his HMO and elects to
use his medicare benefit. You have the "proof" that the assessments were done and he
qualified. you would then submit the assessments to the state data base.
