No matter what the rug score is as long as therapy is in you do not have to do an OMRA.  Once therapy completely discharges out that is when an OMRA is done-just remember that if the current RUG is a nursing RUG such as an SE2 or SE3 with rehab in then an OMRA is not needed.  It is only needed when therapy is out and the prior RUG is a rehab RUG
