the staff shares the burden across the shifts to be completed by months end. However if time doesn't allow can flow over to beginning of next month. the staff treat it as a burden and do minimal work on it. I never see surveyors or UMR put any stock in it unless it contradicts the POC-seems it only hurts and serves no real benefit.
