It does not
have to be a dressing change as long as it's a daily treatment. If the
skin prep is being done daily & staff are documenting the appearance of the
ulcers he would remain skilled services.

If it is a nurse, and no one else is allowed to do the treatments, then he remains skilled also. I agree with the other answer that multiple wounds can keep someone skilled.
