I would read the POA because in some instances (we have one now), the
resident has made the decision that he/she in conjunction with the poa
have the right to make decisions.  You may need a statement from both to
do so.

We have a family here who have not been close for quite a few years.
Daughter, who lives locally, has POA.  Her mother has dx of dementia but
is not yet incompetent.  Suddenly, long lost brother, from out of state
is requesting information about his mother.  Can resident give
permission?  Just a note to the file?  Is there a form that is  in
general use that resident (with dementia) could sign that is HIPPA
compliant?  Thanks
