BUT IS HE ABLE TO OPEN THE FRONT BAR AND GET OUT ON HIS OWN.  IF HE IS NOT
ABLE TO OPEN THE BAR ON HIS OWN, YOU ARE STILL RESTRICTING HIS MOVEMENT, AND
HIS INDEPENDENCE.  HE MUST BE ABLE TO GET OUT OF THE MERRY WALKER FOR IT NOT
BE CONSIDERED A RESTRAINT.
