Had this issue on our December survey. What I
did was to write an addendum to the ADL or Falls RAP (can't remember
which) explaining why the device was not coded as a restraint. Went into detail
to describe exactly what the resident was able/unable to do independently, and
used the language stating that the device did not restrict freedom of movement
or normal access to the resident's body, and was thus not a restraint for that
resident.

Me again, surveyors still here. We have not coded our
velcro belt for a resident as a restraint. He cannot remove it, but
is also unable to stand, ambulate, etc. Should it be coded. I
cannot figure out how it is restricting access to his body or how it is
restraining him. Any input????
