I cannot quote you chapter and verse, but I've always been taught that the ARD and R2b
dates should NEVER be the same, using the same rationale you did.

Our consultant has told our administrator that it is okay to sign the MDS as complete (R2b) on the same dated as the assessment reference dated (A3a) and that we should be doing so to ensure that the MDS is always completed on time. It has been our practice to use about a week or so to complete, and my belief that you should not sign on the same day as the look back period includes until midnight on the ARD and therefore cannot be completed on the same day. I am sure that I have seen this written somewhere but can't find it.
