To be expected. Every time you evaluate
next(make-cycle({1 2 3 4 5}))

this -*
evaluate to a new cycle whose first element is one.
You need to create one cycle and call next on it serveral
times:
wheel-of-fortune = make-cycle(1 2 3 4 5 6)
next(wheel-of-fortune)
-> 1
next(wheel-of-fortune)
-> 2
etc.
