In the CL CLM, you have to compile the instrument before using it -- when you run it, it looks for the shared object file (*.so) that results from the translation from CL to C. So, instead of evaluating the tubebell definition, (compile-file "prc96.ins"), then (load "prc96"), then you can use tubebell in with-sound.
