Generally, it works with a float-vector, for example
#r(-1.0 -5.0 18.0 8.0 -48.0 0.0 32.0)
or
(float-vector -1.0 -5.0 18.0 8.0 -48.0 0.0 32.0)
The output of partials->polynomial is a float-vector:
(partials->polynomial '(1 1 3 2 6 1))
;; => #r(-1.0 -5.0 18.0 8.0 -48.0 0.0 32.0)
