I have a client who wants to be able to scan documents and store them in a CMS. The task itself is no big deal, but I'm wondering what format others store their scanned documents in. The documents DO NOT need to be searchable. They are printed forms with a lot of handwriting on them (some of them very basic forms with A LOT of scribbled text), so OCR is not an option (nor is it wanted or needed by the customer). The documents will go through a workflow, but changes are not made during the process (it's either accepted or rejected at each level).
The format has to be readable within a typical browser (Windows, Mac; IE, Netscape; etc.), and the smaller the file size, the better. These documents will always be read-only, and will either be viewed within the browser or printed, but nothing more. PDF? JPG?
