I have. You are being unnessecarily negative. Check out
http://moveabletype.com, or a plethora of other tools available at even
lower cost. 
In your particular situation, I would recommend trying a wiki. The low
barrier to adding and changing things is amazing. Google uses a
wiki-like system, we use it internally. For building up a knowledge base
they are really good, especially because anyone can add to a page
whenever they want. Wiki's are available for free, use your budget for
training instead of buying the tool.
