Can you share any more information about your Word -> HTML/XML tools?
We use YAWC Pro www.yawcpro.com for Word to DocBook XML conversion,
and then developed a range of XSLT scripts to convert the XML into
HTML.
Custom features include the following:
- splitting each Word document into multiple linked HTML pages
- generating a hierarchical ToC for a set of Word documents
- converting custom tables into various HTML form and Flash interactions,
such as multi-choice, multi-answer, and categorising questions
- Support for IMSQTI XML and WebCT text format generation for interactions

Making the publication process frictionless for LMSs like Blackboard
is a mixed blessing IHMO - what should be exercising people is how
they get their content _out again_ at some future time. The CMS
community is well aware of this issue; the LMS community has only
just started to learn this painful and expensive lesson.
The LMS should be considered a presentation medium/format, like PDF or HTML.
All the content management is done upstream.
