Yes, at this time, you would definitely need a developer to customize it
for you. It is a application toolkit, not a finished application.
Currently the community would like to create more preconfigured
applications out of it.

So basically OpenACS is a toolkit with which could be built a web site
to allow non-technical people to update it. It has many common web site
features built in such as weblogs, forums, surveys, FAQ, news, etc.

Right now there is not a built-in WYSIWIG content editor built in, but some
user have tried integrating with the IE inline html editing mode.
